It’s a doodle celebrating Hisashige Tanaka. He created karakuri (clockworks/trick) dolls. Here’s the real one:

So, what’s the relation to Tenra? Well, the word “Mechanica” in Tenra was an English localization of the word used in the original Japanese, Karakuri (mechanism, device, trick, clockwork). Instead of leaving it as “Karakuri”, something more English and steampunkish made more sense there.

Anyway, those are the kinds of dolls/clockworks that the word originally chosen (in Japanese) came from!
